Item Coversheet Page 1 of 2 � Purchasing DATE: 2/26/2016 MEMO: #16-02 TO: Honorable Mayor Moore Wolfe and City Council FROM: Tim Gleason,City Manager Gregg Zientara,Financial Management Director Deborah Perry,Purchasing Supervisor SUBJECT: Bids for breathing air compressor,fill station and cylinders SUMMARY RECOMMENDATION: Staff recommends awarding a contract to SCBAS,Inc.to furnish and install an Eagle Air breathing air compressor and fill station(Black Hawk CFS Model)and three(3)Norris DOT cylinders,model HC-6000. BACKGROUND: The breathing air compressor will be used by the Fire Department at Fire Station#2located at 2707 E. William Street and will replace a compressor that is 22 years old. The breathing air compressor is used to fill air tanks with breathable air that allows firefighters to enter dangerous atmospheres. The Fire Department has two locations with breathing air compressors,Station 1 and Station 2. This will be replacing the breathing air compressor at Station 2,located with the training area. This gives the fire department a location on the east side of town to fill bottles for emergency operations. Another benefit is units that are training at Station 2 will not have to drive to Station 1 to fill bottles when training is completed. Units will be able to go back into service quicker and expend less fuel not having to drive to Station 1. Since the cunent compressor is 22 years old maintenance issues are becoming more and more frequent. Due to its age the department is reaching a point where the repairs are going to cost more than the compressor is worth. There was only one bid submitted that meets specifications. The bid of SCBA's Inc.for the Eagle Air Compressor meets the City of Decatur specifications. The Fire Department received a grant from the Department of Homeland Security's Federal Emergency Management Agency through the Assistance to Firefighters Grant Program for this purchase. The grant will pay for 90%of the project. The Fire Department will pay the remaining 10%. POTENTIAL OBJECTIONS: None INPUT FROM OTHER SOURCES: Fire Department personnel requested the materials and wrote the bid specifications. They recommend approval of the bid.
