CONIMUl]ITY DEVELOPMENT MEMORANDUM
No. 99-133
' June 2, 1999
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: James L. William r Cit Mana er %
'. y g 1 I
Cecil A. Collins Jr. Director of o unit Develo ment .
, , Y P [' '

Max For e , Senior Planner j
g Y ' '
 l
Kathy J. Miller, Planner

SUBJECT: Vacation of North Union Street between McKinley Avenue and Pythian Avenue
A valid petition has been received from Decatur Memorial Hospital to vacate that portion of
' North Union Street ertending immediately north of McKinley Avenue to the south right of way
' line of Pythian Avenue. The petitioner owns all the property adjoining the street requested for
vacation; this public way does not appear necessary to serve the general public, and staff is of the
opinion that the best interests of the City of Decatur would be served by approving the vacation
request.
A perpetual easement will be retained for operation and maintenance of existing utility lines.
Further, in accordance with applicable City of Decatur policy, two appraisal were obtained to
, establish fair market value and compensation to the city for the land in question($19,500 by the
petitioner and the second appraisal at $6825). The average of these appraisals resulted in a value
of$13,162.50.
Staff recommends approval of the proposed street vacation as submitted.
