EXCERPTS FROM '� <br /> MINUTES OF THE MEETING �I <br /> OF THE <br /> TRAFFIC AND PARKING COMMISSION <br /> Wednesday, April 14, 1999 ' <br /> ITEM#3 City Staff request for parking restrictions on Merchant Street as follows: <br /> East side -No parking on Monday from 1:00 a.m. to 6:00 a.m. <br /> West side -No parking on Thursday from 1:00 a.m. to 6:00 a.m. <br /> Newell received this request from Phillip Wilhelm, Municipal Services Manager. He talked with <br /> the residents on this street who would be most impeded by a parking restriction and was told that <br /> this restriction would not adversely affect them. There are still apartments on Merchant Street. <br /> Some business owners along the street have been concerned about the quality of the street <br /> sweeping which is restricted by parking. It has been hard for the night sweepers to do a thorough <br /> job without restricting parking. They sweep the downtown area at night. '� <br /> If someone fargets to move their car, the Police Department can write a ticket, but the car cannot II <br /> be towed. Towing is an option for the future if the issue is brought back to the Commission. '� <br /> Sober would like to see this all over town, as he has seen in other towns. �' <br /> Ballard talked with Lou Ann Jacobs, who is in favor of the restriction with additional signs. He �i <br /> would like to see this done in other areas around the City as well. He cautions that Merchant ', <br /> Street is catered to more than other business areas in the City. ' <br /> It was moved and seconded (Moore / Gillen) to accept staff recommendation to restrict parking � <br /> on Merchant Street as follows: east side - no parking on Monday from 1:00 a.m. to 6:00 a.m.; <br /> west side - no parking on Thursday from 1:00 a.m. to 6:00 a.m. There being no�one opposed, the ', <br /> motion carried.
