Excerpts from Plan Commission Minutes of May 6, 1999 <br /> Cal. No. 99-31 Petition of DECATUR EARTHMOVER CREDIT UlVION to rezone <br /> the premises at the southwest corner of Pershing Road and 27th Street <br /> from O-1 Office District to B-1 Neighborhood Shopping District. <br /> Mr. Bob Dean from Blank, Wesselink and Cook was present and spoke for the petition <br /> representing Decatur Earthmover Credit Union. Mr. Dean stated that the request is to rezone the <br /> single lot at the corner of Pershing and 27th Street from O-1 to B-1 for a facility that will have a <br /> drive through teller. <br /> Mr. John stated that the subject corner was very busy and questioned what consideration had been <br /> given to that. Mr. Dean stated that designs were submitted in December of 1998 for the left turn <br /> land and the City has tentatively approved the curb cuts. <br /> Mr. 7ohn questioned if the normal stalls for turning lanes applied in this special case. Mr. Dean <br /> stated that it would be difficult to design a special lane for this particular instance. The <br /> requirements of the State of Illinois Department of Transportation will be met and a left turn lane <br /> provided onto 27th Street. <br /> Mr. Shampine questioned if there would be egress off 27th Street. Mr. Dean answered that there <br /> would not be ingress or egress off 27th Street; both would be off of Pershing Road. <br /> There were no objectors present. <br /> Mr. Forgey presented the recommendation of staff: <br /> The subject petition requests the rezoning of the premises located at the southwest corner of <br /> Pershing Road and 27th Street from O-1 Office District to B-1 Neighborhood Shopping District. <br /> The stated purpose for this request is to allow the construction of a drive-up banking facility. <br /> This site is across the street from the Caterpillar plant, and would certainly be a convenience to <br /> the many credit union members who work at the plant. There is a mi�rture of zoning in the <br /> vicinity. The Caterpillar plant is industrial; there is R-3 to the south. It is difficult to imagine that <br /> this zoning category, if granted, would have any adverse effect on the nearby residential <br /> properties, considering that they already exist in a highly industrialized area. <br /> In view of these observations, staff recommends approval of the petition as submitted. <br /> Mr. Dean noted that there are lots in the area owned by the Easter Seal Society who will remove <br /> the e�sting house for their development. <br /> It was moved and seconded (John/Jacobs)to forward Cal. No. 99-31 to City Council with <br /> recommendation for approval. Motion carried unanimously. <br />
