Miller, Planner��q.� <br /> �� <br /> SUBJECT: B-3 Planned Shopping Center District (PUD): <br /> 4164, 4174, 4184 North Water Street <br /> The subject petition requests that the premises located at 4164, 4174 and 4184 North Water <br /> Street be rezoned from R-1 Single Family Residence District and B-2 Commercial District to <br /> B-3 Planned Shopping Center District. The tract contains appro�mately 5.02 acres and is <br /> currently developed with single family dwellings and a business. The purpose of the proposed <br /> zone is to provide land for commercial development. <br /> Upon review of land use and zoning patterns for the general area, staff notes that property to the <br /> north is zoned B-3 Planned Shopping Center District and developed with Wal-Mart Plaza. <br /> Properties to the south and west are zoned Residential and developed as such. Property to the <br /> east is zoned B-2 Commercial district and developed accordingly. Staff is of the opinion that the <br /> proposed B-3 zoning is consistent and compatible with zoning patterns in the general area. <br /> Staff has worked with the petitioner regarding this site. Staff recommends approval of this <br /> petition with the following stipulations: <br /> The submittal of site plans and construction drawings including contours of the site, traffic <br /> circulation, sewers and drainage systems, additional right of way and landscaping to be <br /> approved by the Director of Department of Community Development and the Director of <br /> Department of Public Works. <br /> Approval by the Illinois Department of Transportation for the access from Route 51. <br /> The petitioner meets the terms and conditions of the Agreement between Blackstone Group <br /> and the City of Decatur. <br /> Copies of the Plan Commission minutes for these items are included in the packet. <br />
