An�person, firm or corporation in whose name a citation alle�in� a violation <br /> enumerated in Section 80 of this Chapter is issued, and who shall ne�lect or refuse to pav <br /> such citation after written notice. shall be indebted to the Citv of Decatur in the amount <br /> snecified in Section 80 unless and until a complaint is filed in the Circuit Court. <br /> B. Debts for unnaid citations alle i�ng violations of this Chapter mav be referred <br /> to a qualified private enterprise for collection. In the event an unpaid parkin� citation is <br /> referred for collection, the Citv Finance Department mav assess an additional fee of Five <br /> Dollars (�S.00Zner violation. No citation shall be referred for collection before written <br /> notice directed to the registered owner of the ille a�llv parked vehicle is attempted bv the <br /> Citv No citation shall be referred for collection if there is pending an appeal of the <br /> citation. <br /> C. In the event the Citv brin�Lle�al action for the enforcement of anv provision <br /> of this Chapter the Office of the Cor�oration Counsel mav assess a fee of Twent -� <br /> Dollars ($25.001 if settlement is reached�rior to initial court appearance and Fi Dollars <br /> �. 50.001 if settlement or jud�ment is obtained after a court appearance. This fee shall be <br /> in addition to anv other fines, fees, penalties or costs as provided bv this Ordinance or <br /> State Law. <br /> D. . . , <br /> , Any person, firm or corporation who shall violate any provision of this <br /> Chapter shall, upon conviction, be fined not less than Ten Dollars ($10.00) nor more than <br /> . Five Hundred Dollars ($500.00)per offense. <br /> 79. PAYMENT OF FINES AND FEES. Settlement of fines and payment of <br /> fees shall be in the form of United States currency, money order or check, which payment <br /> shall be made to the Finance Department of the City of Decatur, Illinois, or a private <br /> collection enterprise desienated in writin�v the Director of the Finance Department to <br /> collect unpaid parkin�citations . It shall <br /> be unlawful to pay or attempt to pay in any other manner or to make payment in such <br /> unreasonable manner as to alann, disturb, harass, endanger or injure or attempt to alarm, <br /> disturb, harass, endanger or injure any City employee or emplovee of a private collection <br /> enterprise lawfullv en�a�ed in the collection of unpaid parkin�citations <br /> 81. COMPLAINT PROCEDURE. Any person issued a citation for violating <br /> any section of this Chapter may appeal the issuance of the citation in writing within 21 <br /> days of the time of the citation unless otherwise designated in the ordinance. Such <br /> written appeal must be received by the ' <br /> Department Director (or his or her designee) of the Department of the Citv of Decatur <br /> responsible for issuing the citation by said 21 st day. Appeals will not be accepted on <br /> citations for which more than 21 days have elapsed from the date of issuance of the <br /> citation. Filing of an appeal sha11 stav increases in the fine schedule specified in Section <br />
