. • <br /> EXCERPTS FROM <br /> MINUTES OF THE MEETING <br /> OF THE <br /> TRAFFIC AND PARKING COMMISSION <br /> Wednesday, January 13, 1999 <br /> ITEM#1 Request for an all-way stop at the intersection of Forest/Taylor Avenues. <br /> Newell advised that this is the same type of neighborhood concern that was just discussed, which <br /> is a concern about speeds on Forest going through Taylor. Traffic counts are provided on the <br /> map. The difFerence here is the accident history - two accidents in the last three years - which <br /> could possibly be corrected by a four-way stop, since it is already a two-way stop at this <br /> intersection. Staff recommends that an all-way stop be installed. This, again, goes with the <br /> theory that residents on Forest will not be addressing the speed problem. The problem at the <br /> intersection is being addressed. <br /> Ballard stated that it was brought to his attention that parallel parking had been changed on <br /> Forest. <br /> Newell advised that there has not been a recent parking change here. <br /> Ryan stated that one of his police officers advised him that he would be in favor of the four-way , <br /> stop. 'i <br /> Newell received a stack of telephone messages today from residents in favor of the stop signs. ', <br /> Gillen stated that he sees no difference between this item and the last item. ' <br /> Newell does not believe this situation is the same as the situation discussed in the last item about <br /> Riverview and Taylor. <br /> Sober used to live in this neighborhood. He feels the problem is that most of the intersections are <br /> blind intersections and need four-way stops. The two-way stop signs were put on the long street <br /> because of perceived traffic counts. This made it harder because it is difficult to see oncoming <br /> traffic. It is difficult for him to vote against a feel good thing. He would move to accept the staff <br /> recommendation to install an all-way stop control at the intersection of Forest/Taylor Avenues. <br /> Ryan believes this is not a feel good situation. This is a different problem - an accident situation <br /> at an intersection and not a speed issue. He feels that a four-way stop would have addressed at <br /> least one of the accidents. He would second the motion to approve the staff recommendation. <br /> Also,the neighborhood wants this. <br /> The vote on the motion was six ayes and one nay(Gillen). The motion carried. <br />
