. ,
' COMMUNITY DEVELOPMENT MEMORANDUM
No. 99-63
April 13, 1999
TO: Honorable Mayor rry M. Howley and City Council Members
FROM James L. William , ., City Mana er
Cecil A. Collins, ., Director .
Kathy J. Miller, Planner .,xry
1
SUBJECT: Vacation of West Leafland Ave. West of IL Route 48 and East of Wilder Ave.
A valid request has been received from Joe Bob Green to vacate that portion of West Leafland
Avenue eending immediately West of IL Route 48. The petitioner owns the property adjoining
the South side of the street; AutoZone leases the property from Ralph L. Bledsaw adjoining the
North side of the street. A letter from AutoZone is included. The purpose for the proposed
vacation is to allow use of this area as customer parking for Mr. Green's used car sales.
Recognizing the ownership of properties adjoining West Leafland Avenue as noted, the right of
way does not appear necessary to serve the general public; the bests interests of the public would
be served by vacating the same. A perpetual easement will be retained to operate and maintain
esting utility lines located within the area in question. Further, an appraisal in the amount of
$2100.00 has been submitted to determine fair market value and compensation to the City of
Decatur.
Staff recommends approval of the proposed street vacation as submitted.
