COMMUlIITY DEVELOPMENT MEMORANDUM
NO. 99-49
March 9, 1999
TO: Honorable Mayor erry M. Howley and City Council Members
FROM: James L. William ., City Manager
Cecil A. Collins, r., Director of Community Development ' —
Kathy J. Miller, Planner '
SUBJECT: Ordinance Rezoning 1932 East William Street
The subject petition requests that the premises located at 1932 East William Street be rezoned
from R-5 Two Family Residence District to R-6 Multiple Dwelling District. The tract contains
appromately 83,520 square feet or 1.92 acres and is developed with the former Roach School.
The school was closed in 1982 and the building was rented to Love Unlimited for approximately
four years. The building has been used primarily for storage by the district; the school district had
plans to demolish the building sometime in the future. The purpose of the proposed zone is to
enable the petitioner to renovate the building to affordable senior housing.
Said premises are adjoined on all sides by R-5 Two Family Residence District. Eldorado Street is
located approximately 400 feet to the north and zoned B-2 Commercial District. Staff is of the
opinion that the proposed zoning is consistent and compatible with zoning patterns in the general
area and with the Comprehensive Land Use Plan that designates the area as high density
residential.
In view of the data presented, staff recommends approval of the petition; however, as this
proposal is a change in use, sealed architectural drawings are required along with a site plan
submitted and approved by the Department of Community Development and Public Works before
this project can begin.
