Excerpts from Plan Commission Minutes of March 4, 1999
Cal. No. 99-14 Petition of BRAD and CONNIE HiTNTER to rezone the premises
commonly known as 1932 East William Street from R-5 Two Family
Residence District to R-6 Multiple Dwelling District.
Mrs. Connie Hunter was present and spoke for the petition. Mr. Hunter was also present. Mrs.
Hunter stated that the petition is to rezone Roach School from R-5 to R-6 for the purpose of a
seruor citizens independent living home. The only other center of its kind in Decatur is full and
there is a waiting list. The Roach School location is on the bus route and Visiting Nurse
Association can provide services if necessary.
Mr. Jim Hendren of Decatur Public Schools was present and stated that the school district has
entered into an agreement to sell the building if it can be rezoned. Approval of the rezoning by
the commission would be very much appreciated.
There were no objectors present.
Ms. Miller presented the recommendation of staff:
The subject petition requests that the premises located at 1932 East William Street be rezoned
from R-5 Two Family Residence District to R-6 Multiple Dwelling District. The tract contains '
appromately 83,520 square feet or 1.92 acres and is developed with the former Roach School. I
The school was closed in 1982 and the building was rented to Love Unlimited for approximately I
four years. The building has been used primarily for storage by the district; the school district had
plans to demolish the building sometime in the future. The purpose of the proposed zone is to lil
enable the petitioner to renovate the building to affordable senior housing. I
Said premises are adjoined on all sides by R-5 Two Family Residence District. Eldorado Street is
located approximately 400 feet to the north and zoned B-2 Commercial District. Staff is of the
opinion that the proposed zoning is consistent and compatible with zoning patterns in the general
area and with the Comprehensive Land Use Plan that designates the area as high density
residential.
In view of the data presented, staff recommends approval of the petition; however, as this
proposal is a change in use, sealed architectural drawings are required along with a site plan
submitted and approved by the Department of Community Development and Public Works before
this project can begin.
It was moved and seconded (SetinafWoolsey)to forward Cal. No. 99-14 to City Council with
recommendation for approval per staff recommendation. Motion carried unanimously.
