Newell, Traffic Engineer�lrl <br /> SUBJECT: Ordinance Authorizing the Establishment of <br /> Four-Way Stop Intersections at <br /> Leafland Avenue/Charles Street and Leafland Avenue/Lowber Street <br /> At the October meeting of the Traffic and Parking Commission, the Commission approved a <br /> request from area residents to recommend the installation of four-way stop intersections at <br /> Leafland Avenue/Charles Street and Leafland Avenue/Lowber Street. <br /> Staff continues to oppose this recommendation as a misuse of stop signs aimed at controlling <br /> traffic volumes and speeds on residential streets. It has been shown to the residents and members <br /> of the Traffic and Parking Commission that speeding is not a problem at the subject intersections. <br /> Staff recommends some type of traf�c calming improvements (i.e. traffic circles, street closures, <br /> etc.) be used to address the resident's concerns regarding traffic volumes. The flagrant use of <br /> stop signs as a "cure all" for neighborhood problems will only serve to reduce respect for traffic <br /> control while leaving legitimate neighborhood concerns unresolved. <br /> Staff will be present to answer any questions the Council may have. <br /> attach: 3 <br />
