a development permit from the Communiry Development Director. The Community <br /> Development Director shall.not issue a development permit if the proposed development does <br /> not meet the requirements of this chapter. <br /> , A. The application for development permit shall be accompanied by: <br /> i. two copies of an aerial photograph, or a plan certified by a registered civil engineer <br /> competent in open channel hydraulics, which accurately locates the flood plain proposal with <br /> respect to the district limits, channel of stream, and existing flood plain developments, if any; <br /> ii. a statement summarizing the nature of the proposal; <br /> iii. a legal description of the property; <br /> iv. existing grade elevations and all changes in grade resulting from excavation or filling; <br /> v. the location and dimensions of all buildings and additions to buildings; and <br /> vi. the elevation of the lowest floor (including basement) of all proposed buildings I <br /> subject to the requirements of Section 7 of this chapter. I <br /> vii. in addition to the above documents and materials, the Community Development <br /> Director may require such of the following information as he/she may deem necessary for the <br /> evaluation of the effects of the proposal upon flood flows and flood plain storage and to render a <br /> decision on the proposed flood plain use, including: <br /> (a) a typical valley cross-section showing the channel of the stream, the flood <br /> plain adjoining each side of the channel, the cross-sectional area to be occupied by the proposed <br /> development, and high water information; <br /> (b) a plan (surface view) showing elevations or contours of the ground; pertinent <br /> structure, fill, or storage elevations; size, location and spatial arrangement of all proposed and <br /> existing structures on the site; location and elevation of streets, water supply, sanitary facilities; <br />
