ECONOMIC DEVELOPMENT DEPARTMENT
. MEMORANDUM
NO. 98-06
Date: 11/9/98
To: Honorable Mayor M. Howley and City Council Members
From: James L. William . City Manager
A.J. Krieger, Direc , Economic Development DepartmenlCV`
Subect: Annexation of property to achieve contiguity to Brady/Janko development
, Valid petitions requesting annexations of four parcels described herein have been filed with the I
City Clerk's Office.
In January of this year, Council approved annexation and development agreements with Janko
Financial and Bob Brady, respectively, to facilitate the development of an approximately 32 acre
tract located near the southeast corner of Boyd Road and Illinois Route 48 (the Brady/Janko
development). One of the provisions of the development agreement is that the subject property
annex to the City of Decatur within the twenty (20) year term.
Staff has been pursuing annexation agreements with the properties described herein, in order to
establish contiguity to the development site. At its October 19, 1998, regular meeting, Council
approved annexation agreements with Mr. Robert Tolladay and the Ernest E. Dragstrem Estate.
Concurrently, staff was also in discussions with representatives from the Archer Daniels Midland
Co. and the Boyd Family to secure their annexations.
In sequential order, the four proposed annexations will establish contiguity to the Brady/Janko
development site, as well as additional property suitable for both light industrial andlor
commercial development. The four annexations (in order) are:
1. Robert Tolladay 88.13 acres
2. Ernest E. Dragstrem Estate 69.93 acres
3. ADM (WMCD subdivision) 12.18 acres
4. Boyd Family 170.64 acres
Council has previously approved annexation and development agreements related to this project,
as well as contracts for the extension of water and sanitary sewer to the site. It is stafs
understanding that both Bob Brady and Janko Financial are prepared to commence development
of the site pending Council approval of the aforementioned annexations. Staff will be available
to answer questions.
