' A R C -1' I T � , , 3 <br /> ARCHITECTURaL August 12, 1998 AEX 2846 <br /> • • A <br /> Decatur City Plan Commission <br /> #1 Gary Anderson Plaza <br /> Decatur, IL 62523 <br /> ErPRESS[ONS��P <br /> RE: REVISED B-3 PLANNED UNIT DEVELOPMENT PROPOSAL <br /> = " ' ' " = = a 5 LOTS 1 & 2 IN SOUTH SHORES FIFTH ADDITION <br /> Dear Board Members: <br /> On behalf of the property owner, the Decatur Park District, we are hereby <br /> requesting approval of the enclosed planned development for a new office <br /> facility to be located at the intersection of Franklin St. and Rt. 51 in South Shores. <br /> P r 1 n e I p a I s <br /> This property is currently undeveloped but zoned B-3. <br /> Rlcharti U.Ilall.u� <br /> �:�������� ��,��������,�*; The new office building is intended to serve as a bank drive-up facility for Soy <br /> i:,Nn•�����R.I.I�PI'"�(NNI.\L\ Capital Bank and as a medical office for Decatur Memorial Hospital. Access to <br /> the property will be off of the old Franklin Street Road to the east. The Decatur <br /> Park District also owns and maintains the Fisherman's Wharf at the end of <br /> Franklin Street. They are currently negotiating with the county on the sale of <br /> this access road so that they can improve it in conjunction with this project. Any <br /> and atl parking not located within the boundaries of the park district's expanded <br /> property lines after the sale will be incorporated into the project through a lease <br /> agreement with the county. <br /> The property adjacent to the Rt. 51 vehicular ramp is owned by the Illinois <br /> Department of Transportation (IDOn. We have been working with IDOT to <br /> explore the possibility of turning lanes and/or stop lights at the intersection. <br /> Traffic survey information has been obtained and forvvarded to IDOT for <br /> consideration of these improvements. We have enclosed our most recent <br /> correspondence with IDOT indicating their willingness to sell additional right-of- <br /> way for the project along with their acceptance of the current setback conditions <br /> as meeting their line -of-sight requirements. <br /> Other issues which are being addressed at this time include an appropriate <br /> landscaping plan, topography changes for site drainage and circulation, and a <br /> plan for water detention on the site. These issues will be addressed, in principal, <br /> to the city's satisfaction prior to the Plan Commission meeting. <br /> It is the owner's intention to have construction begin as soon as possible. <br /> Construction documents are currently being prepared to the extent possible and <br /> will be finalized upon acceptance of this proposal.
