"' � - <br /> EXCERPTS FROM <br /> MINUTES OF THE MEETING <br /> OF THE <br /> TRAFFIC AND PARKING COMMISSION <br /> Wednesday, May 13, 1998 <br /> ITEM#2 Request for an All-way Stop at the Intersection of Edward and William Streets. <br /> Newell stated that there is a long list of accidents at this intersection which cannot be satisfactorily <br /> explained. The sight distance here is cluttered, and there is a special problem on Sundays because <br /> of parking on Edward Street, which has been addressed several times in the past. There is a bus <br /> stop here. Ten accidents have occurred in the past three years, nine of which could be correctable <br /> by the installation of a four-way stop. Speeds were normally what could be expected in this area. <br /> Edward carries over 2,000 cars a day both ways. The accidents have stayed consistent since the <br /> change from one-way to two-way traffic on Edward. Staff believes the accident rate is <br /> significantly higher than expected and, therefore, requests that a four-way stop be installed. <br /> Elizabeth Reagan-Domoras petitioned for additional stop signs at this intersection because the <br /> cars "fly" past there. She has children, and there are more children moving into the area. She <br /> believes something needs to be done about it now. She would support the four-way stop at this <br /> intersection. <br /> Moore questioned whether the City looks at installing traffic control if there is an intersection <br /> within the City with an accident rate this high, or if they wait until a citizen comes forward and <br /> asks for help. <br /> Newell advised that high accident areas are looked at, which are primarily signalized and on major <br /> streets, but the City does not have the capability of ineshing the volumes and statistics at every <br /> intersection. <br /> It was moved and seconded (Moore / Sober) to accept the staff recommendation that an all-way <br /> stop be installed at the intersection of Edward and William Streets. There being no one opposed, <br /> the motion carried. <br /> Sober also believes there should be a flashing red light overhead, because some people cannot see <br /> the sign. <br /> Newell stated that if the problem continues, a light can be installed. <br />
