McQueen, Senior Planner '�-(,�'"`� SUBJECT: Vacation of a portion of Road One in Southmoreland Place A valid petition has been received from Chicago Trust Company, Land Trust No. 3118 requesting vacation of a portion (4,497 square feet) of Road One in Southmoreland Place; the petitioner presently owns all property adjoining the subject street. The purpose of the request is to allow use of the area in question by the adjoining owner; there are presently two single family dwellings located on the petitioner's property. In November, 1984, that portion of Road One e�ending easterly from the area in question was vacated. Subsequent to that vacation, a security gate was constructed across the east end of the remaining public right-of-way for said street. The proposed vacation would provide for relocation of said security gate to enclose the subject tract. In conjunction with this vacation, petitioner has agreed to dedicate an easement at the proposed dead-end of Road One to accommodate a turnaround area for vehicular traf�ic; this turnaround would be constructed by the � petitioner in accordance with plans approved by the Department of Public Works and subse uentl maintained h i q y b t e C t of Decatur. Y Y Recognizing the ownership of property and the construction of a public turnaround at the dead end of Road One as previously described, staff is of the opinion that the street proposed for vacation is no longer necessary to serve the general public, and that the best interests of the City of Decatur would be served by approving the vacation A perpetual easement would be retained to operate and maintain any e�cisting utility lines, which presently includes a watermain and sanitary sewer. The petitioners submitted from a qualified appraiser a value of$4500.00 for the subject property; staff recommends approval of the proposed street vacation with compensation to the City of Decatur in that amount.
