That the above described portion of said Road One be, and the same is hereby, ��acated as a public street upon the exceptions and conditions hereinafter provided inasmuch as the same is no lon�er required for public use and the public interest will be subserved by such vacation, said portion of said street being sho«�n on the plat thereof hereto attached and hereby made a part hereof. Section 2. That there is hereby reserved in, over, along and under the above-described portion of said street to the City of Decattu, Illinois, and to the public and to those utilities and companies as the case may be owning public ser��ice facilities, mains, sewers, telephone and electrical or other public utilities, such propem�, rights of way and easements as are or ma}� be necessary or desirable for continuing public service by means of such facilities and for the maintenance, renev��al and reconstruction thereof with the right of ingress and egress for such purposes. Section 3. That the benefits which «�ill be accrued to the owner of abuttin� propert�° by reason of the vacation aforesaid is determined to be, in the judgment of the Council, equal to the sum of Four Thousand Five Hundred Dollars (54,500). Section 4. That the vacation herein pro�•ided for is made upon the express condition that there shall be paid to the City of Decatur, Illinois, by or on behalf of the owner of the propeml abutting that portion of said street vacated hereby the sum of $4,500 as compensation for the benefits determined as above set out herein, upon the payment whereof such vacation shall become effective. The vacation herein pro�•ided for is further made upon the express condition that the ov��ner of the abutting property that portion of the street vacated hereby provide a grant of easement upon a portion of their property for the public use for roadway purposes described as a portion of Lot 12 of Southmoreland Place, an �ddition recorded in Book 300, Page 122, of the records in the Recorder's Office of Macon Gounty, Illinois, said part more particularly described as follows:
