Excerpts from April 2, 1998 City Plan Commission Meeting Minutes <br /> Cal. No. 98-16 Petition of LEE RIL,EY(Koll Telecommunication Services) for a Special <br /> Use Permit to allow the construction and operation of a free standing <br /> communication tower including an accessory equipment building on <br /> premises commonly known as 624 Southside Drive. I <br /> Mr. Lee Riley, Marketing Manager for Koll Telecommunications, was present and spoke for the I <br /> petition stating the request to construct a 190 foot free standing telecommunications tower to <br /> hold antennas for wireless phone service. The company strives to design systems with towers <br /> away from houses. Mr. Riley stated that the tower is southwest of a storage facility and is <br /> designed to be strong enough to access future carriers of wireless telecommunications which will <br /> result in fewer towers. <br /> Mr. Setina questioned if the tower will cause interference with WAND. Mr. Riley stated that he <br /> had spoke with WAND regarding co-location but the engineer was uncomfortable with using the <br /> same tower. This location will not interfere with WAND or any other transmitter. It is licensed <br /> and approved by the FCC. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests a special permit to allow the construction and operation of a free <br /> standing communication tower and accessory equipment building on premises commonly known <br />' as 624 Southside Drive. Located at the southwest corner of a parcel presently developed with a <br /> self-service storage facility, the area in question is presently zoned M-1 Light Industrial District. <br /> Inasmuch as surrounding properties are likewise zoned M-1 and accordingly developed, staffis of <br /> the opinion that the proposed development would not be detrimental to the general area; <br /> communication companies are encouraged to locate towers in industrial areas as opposed to <br /> residential or commercial tracts. <br /> Staffrecommends approval of the petition with the following stipulations: (1)that a ten foot chain <br /> link fence be constructed around the base of the proposed tower, (2)that the height of the tower <br /> be limited to 190 feet, (3)that subsequent to construction and any future maintenance to the <br /> tower, ladder rungs for access thereto be removed to a minimum height of forty feet above grade, <br /> and (4)that the proposed tower and accessory equipment be otherwise constructed and operated <br /> in accordance with petitioner's plans submitted with this request, and (5)that prior to construction <br /> and issuance of any building permit, plans be submitted and approved by the Director of <br /> Community Development and Director of Public Works. <br /> Mr. Clevenger noted that it is very standard that the Commission require the removal of the <br /> ladder rungs up to 40 feet in order to discourage climbing. <br /> It was moved and seconded (Setina/Demirjian)to forward Cal. No. 98-16 to City Council with <br /> recommendation for approval per staff recommendation. Motion carried unanimously. <br />
