Newell, Traffic Engineer <br /> SUBJECT: Removal of Various Parking Meters and Conversion of Various 2 <br />� Hour Parking Meters to 10 Hour Meters in the Downtown Periphery <br /> An item on the agenda for the City Council meeting of Monday, October 6, 1997, is an <br /> ordinance which provides for the removal of various pazking meters and conversion of various two <br /> hour meters to ten hour meters in the downtown periphery as given on the attached drawings and <br /> I �� �� <br />� com iled on Exhibit A . This ordinance is consistent with direction iven to staff from the Ci <br />, P S tY <br /> Council at the September 22 study session meeting. <br /> Various parking meters are proposed to be removed for the following reasons: <br /> l. These meters are obsolete with limited or no replacement parts available. The meters <br />, need to be removed or upgraded. <br /> 2. These meters are in high vandalism areas. <br /> 3. These meters are in low usage areas. Vehicles rarely use the meters in these areas, <br /> this results in higher maintenance costs due to the lack of use. <br />� The meters proposed to be changed from two hour to ten hour are not being used with the <br /> current time limit. Staff has generally acted to relax parking restrictions (i.e. time limits, parking <br /> meters or enforcement) on spaces that are not being effectively utilized. This generally means that <br /> spaces allowing short term parking should be changed to a11ow longer term parking or change long <br /> term metered parking to long term free parking. <br /> Staff will be available to answer questions the City Council may have. <br /> attach: 4 <br /> cc: John W.
