EXCERPTS FROM TRAFFIC AND PARKING COMMISSION MINUTES <br /> Wednesday, August 13, 1997 <br /> Request for stop signs at the intersection of Main and 25th Streets. <br /> Mr. Newell advised that the e�sting counts and speeds were indicated on the plat included in the <br /> agenda packet. A petition was received requesting the stop signs. Mr. Newell stated that the <br /> traffic accident rate is higher at this intersection than normal and staff recommends that stop signs <br /> be placed. <br /> Mr. Nordholm questioned how the request reached Mr. Newell. Mr. Newell stated that residents <br /> saw employees of the City's Forestry Section and questioned how they should proceed with the <br /> petition. Once the request was received, traffic counters were put down, accidents at this location <br /> were reviewed, sight distance determined, etc. There was one accident at this location in three <br /> years even though traffic volumes are low. <br /> � Mr. Nordholm noted that there are stop signs to both the north and south. Mr. Newell stated that <br /> the residents preferred having signs on Main Street to slow down the speed of traffic. However, <br /> staff is recommending that the signs be placed facing 25th Street. <br /> Mr. Newell stated that there are no yield signs and there has been one accident in three years. He <br /> noted that there axe very few cars entering the intersection. An accident once every five or six <br /> yeazs would be normal. <br /> Battalion Chief Gillen questioned if the stop signs on 24th Street target the one way street. Mr. <br /> Newell stated there are stop signs on 24th Street and traffic signals at the Staley exit. <br /> Mr. Bauer noted that when traveling east on Main Street, there is a hedge which could cause a <br /> sight impairment. Mr. Newell stated that traffic counters were placed 100 yards from the <br /> intersection and cars are still crossing the counters at 20 miles per hour. <br /> Lt. Lebo stated that if the cost of the signs is not too high then the signs should be placed at this <br /> intersection. Mr. Newell stated that the cost for two signs would be $200 plus staff time. He <br /> stated that petitions will usually be signed in favor of stop signs and residents are asked to petition . <br /> a block in each direction. Mr. Nordholm stated stop signs do not necessarily slow traffic down <br /> � and drivers speed up between the signs. There is also the assumption made that the other drivers <br /> will stop. <br /> It was moved and seconded (Lebo/Nordholm) to accept staff recommendation for the placement <br /> of stop signs at the intersection of Main and 25th Streets facing 25th Street. Motion carried with <br /> Mr. Bauer and Battalion Chief Gillen voting nay. <br />
