� Mayor and City Council , <br />' August 13, 1997 ' <br /> Page Two <br /> With regards to the specific Planned Unit Development submitted with this request, staff is of the <br /> opinion that it provides for an acceptable transition between commercial and residential use. A <br /> landscaped setback area of fifteen to thirty feet will be provided along the east side of the <br />' premises adjoining residential property fronting on Green Street. A landscaped strip of eight to <br /> twent feet would be rovided alon the e i f h <br /> y p g ast s de o t e premises ad�ommg residential property <br /> fronting on King Street with an additional twenty-six feet east of the landscaped area being used I <br /> for construction of an alley to connect the existing east-west alley to King Street. A sight break I <br /> fence would also be constructed along the east side of the premises. The actual commercial I <br /> building would be located a minimum of seventy feet from the east property line, which adjoins i <br /> residential development. � <br /> With regards to infrastructure to serve this development, both City of Decatur water and sanitary <br />� sewer utilities are available; storm water detention will be provided on site with discharge into <br /> existing systems along Green Street. No improvements to the existing adjoining streets are <br /> necessary except for construction to accommodate proposed driveways. <br /> In view of the data presented, staff recommends approval of the petition with the following <br /> stipulations: (1) that the proposed development be in accordance with petitioner's plans, (2) that <br /> prior to issuance of any building permits, complete plans including but not limited to <br /> watermains, sanitary sewers, storm sewers, parking lots, landscaping, and signage be submitted <br /> to and approved by the Departments of Community Development and Public Works, and further <br /> that right-of-way be dedicated for the proposed north-south alley, which is to be an asphalt <br /> surface a minimum of ten feet in width, that easements be granted to the City of Decatur for <br /> relocating the existing sanitary sewer within the subject premises, and that vehicular access <br /> permits to Fairview Avenue be obtained from the State of Illinois Depaztment of Transportation. <br /> A copy of the Plan Commission minutes regarding this matter is included in the packet. <br />
