McQueen, Senior Planner �1 <br /> SUBJECT: Vacation of a portion of Oakland Avenue <br /> A valid petition has been received from Millikin University requesting vacation of a twelve <br /> foot strip along the west side of North Oakland Avenue generally between West Wood <br /> Street and West Decatur Street; petitioner presently owns all of the property immediately <br /> adjoining the area in question. The purpose of the proposed vacation is to enable the <br /> location of angle off street parking spaces along the west side of this portion of Oakland <br /> Avenue, and further to enable these stalls to be totally located on private property. <br /> Petitioner submitted an appraised value of $2.75 per square foot or a total value of <br /> $21,184.35 for the subject area. In accordance with City policy, staff obtained a second <br /> appraisal, which resulted in a value of$2.00 per square foot or a total value of <br /> $15,407.00. Staff recommends that an average of the two appraisals be used to <br /> deternune compensation for the proposed vacation, which results in a value of$18,295.68. <br /> Staff is of the opinion that adequate street right-of-way would remain for operation of <br /> Oakland Avenue; we recommend approval of the proposed vacation with compensation to <br /> the City of Decatur as noted. <br />
