The site plan as <br /> proposed designates off street parking within the required front yard setback along both Pershing <br /> Road and MacArthur Road, which parking is prohibited under provisions of the O-1 <br /> classification. Staff is of the opinion that the front yard setbacks should remain open green space <br /> as required by the ordinance; this design would cause the proposed development to be more <br /> compatible with the existing residential development and environment to the immediate north, <br /> and it would be consistent with said O-1 office development to the west where there is no <br /> parking within the required front yazd setback. Also, staff recommends a minimum landscaped <br /> setback of ten feet from the north properry line rather that four to five feet as proposed; this <br /> additional setback would provide a better buffer for the existing single family dwelling to the <br /> north, thus making the proposal more compatible with the existing residential environment. <br /> Staff is of the opinion that there is adequate space on the subject lot to provide this additional <br /> setback without detrimental effect to the development. <br /> In view of the above data, staff recommends approval of the petition with the following <br /> stipulations: (1) that no off street parking be permitted within the required twenty-five foot front <br /> yard setback along both Pershing Road and MacArthur Road, (2) that a minimum landscaped <br /> setback of ten feet be provided along the north property line, (3) that except as noted in item (1) <br /> and (2), the proposed development be in accordance with petitioner's site plan submitted with the <br /> proposed request, (4) that prior to issuance of any building permits, complete plans including but <br /> not limited to watermains, sanitary sewers, storm sewers, off street parking areas, landscaping, <br /> building elevations, and signage be submitted to and approved by the Directors of Public Works <br /> and Community Development, and (5) that appropriate permits be obtained from the State of <br /> Illinois and County of Macon regarding vehicular access and storm drainage. <br /> The Plan Commission recommended approval of the subject petition with the above stipulations <br /> with the exception of items (1) and (2); the Commission recommended that the plan be approved <br /> as submitted by petitioner which plan provides for off street parking within the required front <br /> yard setback along both Pershing Road and MacArthur Road and further provides for a <br /> landscaped setback of five to six feet along the north property line. Staff continues to <br /> recommend that no parking be permitted in the required front yard and that the landscaped strip <br /> along the north side be increased to ten feet along the north side as hereinbefore stated. With <br /> regards to the front yard parking question, City of Decatur Design Standazds call for a minimum <br /> two car storage between the edge of roadway pavement and the first parking stall that can be <br /> entered from a driveway approach. If parking is not totally prohibited in the required front yard <br /> setback as recommended, staff suggests that this design standard should be recognized, which <br /> would prohibit parking within the first fifteen feet of the required twenty-five foot setback; this <br /> would result in a net loss of four parking spaces while totally prohibiting parking in the required <br /> setback would result in a net loss of eight spaces. <br /> Staff will be available to answer specific questions. <br />
