McQueen, Senior Planner ��'� <br /> SUBJECT: Vacation of alley south of 1100 block West Main Street to Norfolk Southern <br /> Railway _ . <br /> A valid petition has been received from Millikin University requesting vacation of the subject , <br /> alley; petitioner presently owns all property immediately adjacent thereto. The purpose of the <br /> proposed vacation is to allow use of this area in conjunction with future expansion and <br /> development of the University. <br /> Recognizing the ownersl�ip as noted of properties adjoining this alley, it does not appear to be ! <br /> of value to the general public for vehicular access, and the best interests of the public would be , <br /> served by vacating the same. A perpetual easement would be retained to operate and maintain I <br /> existing utility lines located within the subject alley. �, <br /> The petitioner submitted from a qualified appraiser a value of $.25 per square foot as !, <br /> compensation for recent vacation of the east-west alley located south of the 1100 and 1200 <br /> blocks West Main Street; this vacated alley adjoins and is immediately west of�the alley in I <br /> question. Staff is of the opinion that this value ratio is appropriate for calculating compensation <br /> for the area in question, which calculation amounts to a total of$555.00. <br /> Staff recommends approval of the proposed alley vacation as noted. <br />
