af.Df C I
ti
C
V f0

%[LINOY
June 10, 1997
PUBLIC WORKS MEMORANDUM
NO. 97-57
MEMORANDUM TO: Honorable Mayor and City Council
FROM: James L.Williams,Jr., City Manager
Bruce A. McNabb,P.E.,Director of Public Works
Matthew C. Newell,P.E., Trat'iic Engineeriz?^
SUBJECT: Miscellaneous Changes to Chapter 34 of the City Code
An item on the agenda for the City Council meeting of Monday, June 16, 1997, is an
ordinance which changes vaxious sections in Chapter 34 of the City Code dealing with parking.
These changes where brought before the City Council at a Study Session on May 12, 1997. The
changes recommended by City staff will increase the fines and enforceability associated with
various violations contained within the Code. Additional items are included herein that are
intended to simplify the language of Chapter 34.
The proposed changes are as follows:
Section 3. Officers: This proposal allows the Director of Public Works to designate an
individual to take his place as Secretary of the Traffic and Parking
Commission. The Director does not have time to attend Commission
meetings at the current time.
Section 29. Parallel Parking: The title of this section is reworded to be Improper
Parkin and language is inserted to encompass angled parking. These
changes are intended to reduce confusion regarding the contents and scope
of the section.
Section 35. Abandoning Vehicle on Private Property: Changed in title and wording
to be Abandoning Vehicle on the Property of Another. This is intended to
enable Neighborhood Service Oficers and Police Officers to issue citations
for those abandoning vehicles on City property as well as private property.
