McQueen, Senior Planner ��6�1 <br /> SUBJECT: Ordinance Rezoning North Side of the 3700 Block East Fulton Avenue <br /> The subject petition requests that a tract of land located on the north side of the 3700 block East <br /> Fulton Avenue be rezoned from B-1 IVeighborhood Shopping District to B-2 Commercial <br /> District. Containing 1.5 acres, the area in question is presently vacant. The purpose of the <br /> proposed zone is to allow construction and operation of an automobile car wash. <br /> The lot in question (Lot 4 of Decatur Plaza ) is located within an area of commercial <br /> development bound by 36th Street on the west, Route 36 on the north, Baltimore Avenue on the <br /> east, and Fulton Avenue on the south. Generally recognized as the Decatur Plaza Shopping <br /> Center, the area bound by said streets is within the City of Decatur except for property at the <br /> immediate southwest corner of Route 36 and Baltimore Avenue; this area was zoned B-1 <br /> Neighborhood Shopping District in 1975 to accommodate the existing retail development. In <br /> December, 1995, a parcel located in the northwest corner of said development was zoned B-2 <br /> Commercial to accommodate an automobile oil change facility. <br /> As the Decatur Plaza Shopping Center has developed over a period of several years, the trend has <br /> been for the facility to operate as a general commercial center offering expanded services above a <br /> neighborhood retail operation. These additional commercial activities generally include <br /> automobile services such as the existing oil change operation or the proposed car wash, both of <br /> which require B-2 Commercial zoning. <br /> Recognizing the size of the existing commercial area as noted, and the stability of existing zone <br /> boundary lines located along the perimeter streets�of this area separating commercial and <br /> residential development, staff is of the opinion that the proposed zone will not adversely affect or <br /> change the character of the general neighborhood. The orientation of this commercial area will <br /> remain to the north toward Route 36 and away from the residential area to the south and west. <br /> In view of the data presented, staff recommends approval of the petition. <br />
