Mc ueen Senior Planner <br /> Q , <br /> �� <br /> SUBJECT: Vacation of North Street east of Oakland Avenue and vacation of alley located <br /> between the 1100 and 1200 blocks of West Wood and West Main Streets <br /> A valid petition has been received from Millikin University requesting vacation of the subject <br /> street and alley. Millikin University presently owns all private property adjoining this portion of <br /> North Street, which extends approximately 530 feet east of North Oakland Avenue; they own all <br /> except two of the properties adjoining the alley in question. The two separate property owners <br /> have agreed in writing to the proposed alley vacation. The purpose of the proposed vacations is <br /> to allow use of these areas in conjunction with future expansion and development of the , <br /> University. <br /> Recognizing the ownership as noted of properties adjoining the street and alley in question , <br /> neither appears to be of value to the general public for vehicular access, and the best interests of ' <br /> the public would be served by vacating the same. A perpetual easement would be retained to '�, <br /> operate and maintain existing utility lines located within the areas in question. <br /> The petitioner submitted from a qualified appraiser a value of$9500.00 for the subject portion of <br /> North Street and a value of$3600.00 for the subject alley. In accordance with City policy � <br /> regarding such appraisals over $2000.00, a second appraisal was obtained by the City of Decatur, <br /> which appraisal resulted in the same recommended value. Staff recommends that total <br /> compensation of$13,100.00 be accepted for the property in question. <br /> Staff recommends approval of the proposed street and alley vacations as noted. <br />
