McQueen, Senior Planner(�"� <br /> SUBJECT: Zoning Ordinance Amendment Re: Neighborhood Preservation Use <br /> The subject petition requests amendment to Section IL (Definitions) and Section XXI. A. 1. <br /> (Special Use Regulations) of the Zoning Ordinance relative to definition of and provisions for <br /> establishing a Preservation Neighborhood Use. Designation of a Preservation Neighborhood Use <br /> will provide for utilization and preservation of specific residential structures located in areas <br /> where the underlying zone would otherwise prohibit the requested use. The proposed amendment <br /> would allow further discretion of land use beyond the underlying zone with the ability to establish <br /> specific development controls, thus accommodating and encouraging new development but <br /> remairung compatible with the general neighborhood. Each request for this special land use <br /> would be reviewed by the City Plan Commission with final review and action being taken by the <br /> City Council. <br /> In conjunction with the proposed amendments, future proposals will be made for the City Council <br /> to establish one or more Preservation Neighborhood Districts within which the proposed zoning <br /> language would be applicable. A typical district may be a residential area located along an arterial <br /> street where the long range land use plan is to retain the general residential appearance and <br /> environment of such area. The establishment of a Preservation Neighborhood Use could provide <br /> for an office or retail use on the first floor of an existing residential structure with the owner <br /> residing on the second floor. A site plan would be required to establish such use, and compliance <br /> with applicable building codes would be required. Further, supporting data would be required to <br /> indicate preservation of the residential neighborhood, i.e., landscaping plans, building elevations <br /> and indication of any e�erior remodeling, off street parking areas, and site screening. <br />
