. <br /> t � �, <br /> �� _ <br /> . � <br /> . . <br /> ORDINANCE NO. 97-32 <br /> AN ORDINANCE APPROVING CITY OF DECATUR <br /> TAX INCREMENT REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECT '� <br /> - SOUTHEAST PLAZA- ! <br /> WHEREAS, the City of Decatur, Illinois desires to implement tax increment financing, �, <br /> pursuant to the Tax Increment Allocation Redevelopment Act, (65 ILCS 5/11-74.4-1, et seq.), as ', <br /> amended, hereinafter referred to as the "Act", for the proposed Redevelopment Plan and � <br /> Redevelopment Project within the municipal boundaries of the City of Decatur and within the � <br /> Redevelopment Project Area as described in Section 1(a) of this Ordinance, which constitutes in !, <br /> the aggregate more than 1 1/2 acres; and, <br /> WHEREAS, pursuant to Section 11-74.4-5 of the Act (65 ILCS 5/11-74.4-5), the City of <br /> Decatur convened on March 12, 1997 a Joint Review Board to consider the proposal and the <br /> Joint Review Board met on said date; and, <br /> WHEREAS, PURSUANT TO Section 11-74.4-5 of the Act (65 ILCS 5/11-74.4-5), the <br /> City Council caused a Public Hearing to be held relative to the Redevelopment Plan and <br /> Redevelopment Project and a designation of a Redevelopment Project Area on April 14, 1997 at <br /> the Decatur Civic Center, Decatur, Illinois; and, <br /> WHEREAS, due notice in respect to such hearing was given pursuant to Sections <br /> 11-74.4-5 and 6 of the Act (65 ILCS 5/11-74.4-5 and 6), and notice was given to Taxing Districts <br /> and to the State of Illinois by certified mail on February 28, 1997, by publication on March 25, <br /> 1997, and April 1, 1997, and by certified mail to Taxpayers on Apri14, 1997; and, <br /> WHEREAS, the Redevelopment Plan and Project set forth the factors constituting the <br /> need for redevelopment of blighted and conservation areas in the proposed redevelopment area, <br /> and the City Council has reviewed testimony presented at the Public Hearing and is generally <br /> informed of the conditions in the proposed Redevelopment Project Area as said terms "blighted," <br /> and "conservation," are used in the Act; and, <br />
