E., City Engineer�� <br /> SUBJECT: Sale of Property to Richard Heinkel <br /> Mr. Richard Heinkel, of Right Recreation Inc., contacted the City about a year ago <br /> requesting to purchase City owned property he viewed to be unused. The property he inquired <br /> about is a portion of a City storm water detention pond located north of the Illinois Terminal <br /> Railroad and west of North 22nd Street. The portion is an area 30 feet wide and 455.1 feet long <br /> located on the north side of the detention pond (refer to attached sketch). In his letter to the City <br /> he commented that Right Recreation was regularly mowing the City property to keep it <br /> maintained. <br /> This request was reviewed by staff to deternune if there were any reasons for the City to <br /> retain the property requested by Mr. Heinkel. The Public Works Department investigated the <br /> area and noted no adverse impacts (i.e., loss of volume, loss of access for maintenance, or <br /> possible expansion needs, etc.)to the detention pond if the property were sold by the City. There <br /> are no water or sewer mains located in the area that will require easements to be retained. Based <br /> on these findings and input from other departments, staff decided that the property could be sold <br /> to Mr. Heinkel subject to the City receiving compensation for the property. <br /> Mr. Heinkel was informed of this decision and was asked to obtain an appraisal for the <br /> property. The appraisal that Mr. Heinkel submitted to the City placed the value of the property at <br /> $1,400 (approx. $0.10 per square foot). This appraisal was considered low by staff and a second <br /> appraisal, at the City's expense, was obtained for the property. The City's appraisal placed the <br /> value at $4,700 (approx. $0.34 per square foot). Copies of the cover letters from both appraisals <br /> are attached for Council's information. In response to the City's appraisal, Mr. Heinkel offered to <br /> "split the difference" between the two appraisals. This would result in a value of$3,050 (approx. <br /> $0.22 per square foot). <br />
