. _ � . <br /> terms shall begin on February 1, 1997 and expire on April 30, 1998, and April 30, 1999. All <br /> subsequent terms will begin on May 1. <br /> 4. Vacancies shall be filled by election of the members of the Department for the <br /> balance of the unexpired term, if more than three (3) months remain in the term of the member <br /> leaving the Board; otherwise, such vacancies shall be filled by appointment of the City Manager <br /> from among the members of the Department. <br /> 4. ELECTION PROCEDURE. <br /> A. There is hereby established a Temporary Decatur Fire Department Election I <br /> Committee. The Temporary Election Committee shall consist of three (3) members: the Chief of <br /> the Decatur Fire Department, the President of Local 505 of the International Association of <br /> Firefighters, and one (1) other member to be appointed by the Chief and President from the <br /> members of the Decatur Fire Department. <br /> B. The Temporary Election Committee shall be responsible for organizing, conducting, <br /> and supervising the initial election of Department members to serve on the Board. The <br /> Temporary Election Committee shall establish election procedures consistent with this Chapter. <br /> Thereafter, the elected Board shall establish its own election procedures consistent with this <br /> Chapter. <br /> C. The Board shall develop a procedure for governing the nomination of inembers to <br /> serve on the Board. The nominating procedure shall be established a minimum of thirty (30) days <br /> prior to the expiration of the Board members' terms of office. <br />
