ti O4.Df c
-. C
V 70
 r
[(INOY
November 7, 1996
PUBLIC WORKS MEMORANDUM
NO. 96-72
MEMORANDUM TO: Honorable Mayor and City Council I
FROM: James L. Williams, Jr., Ci Mana er '
tY g
Bruce A. McNabb,Director of Public Works
Matthew C. Newell, Traftic Engineer
SUBJECT: Opening of Edward Street between Eldorado and Wood Streets to
Two-way traffic.
Attached is a resolution authorizing the opening of Edward Street between Eldorado and Wood
Streets to two-way traffic. This resolution is similar to that for Church Street which was passed by
this Council last year.
With the success of two-way traffic on Church Street, the need for the Edward Street portion of
the one-way couple no longer eusts. There is no longer a need for a street specifically designated to
carry southbound traffic that has been diverted from Church Street.
As shown in the attached excerpts from the Traffic and Parking Commission discussion, there is
general support and encouragement from the residents living along Edward Street to open the street
to two-way traffic. The Macon Place and NWRAPS neighborhood groups have come out in support
of this change, despite some concerns from residents in the Macon Place neighborhood as to whether
it would prompt an increase in traffic through their neighborhood. While Staff feels that a significant
increase is unlikely, it can be monitored and addressed if necessary.
As with Church Street, minor changes will be needed on Edward in terms of traffic signs and
striping. The traffic signals at Edward and Eldorado Streets will need to be modified with south
facing indications. The costs for these changes will be approximately $2,000 in material, which will
be provided and installed by the Traffic and Parking Division of the Public Works Department.
The Traffic and Parking Commission and City Staff support returning Edward Street to two-way
traffic.
Staff will be present to answer any questions the Council may have.
