That the above described portions of said street and alleys be, and the same aze hereby, vacated as a public street and alleys inasmuch as the same are no longer requued for ublic use and the ublic interest will be subserved b such vacatio said ortions of said street P P Y � P and alleys being shown on the plat thereof hereto attached and hereby made a part hereof. Section 2. That there is hereby reserved in, over, along and under the above-described portions of said streets to the City of Decatur, Illinois, and to the public and to those utilities and companies as the case may be owning public service facilities, mains, sewers, telephone and electric or other public utilities, such ro e , ri hts of wa and easements as aze or ma be P P rt Y g Y Y necessary or desira b le for con tinuing pu b lic service by means o f suc h fac i l i t ies an d for t he maintenance, renewal and reconstruction thereof with the right of ingress and egress for such purposes. Section 3. Ti hat the benefits which will be accrued to the owner of abutting property by reason of the vacation aforesaid is determined to be, in the judgment of the Council, equal to the sum of Three Thousand Four Hundred Seventy-Five Dollars ($3,475). Section 4. That the vacation provided for is made upon the express condition that there shall be paid to the City of Decatur, Illinois, by or on behalf of the owner of the property abutting that portion of said street and alleys vacated hereby the sum of$3,475 as compensation for the benefits determined as above set out herein, upon the payment whereof such vacation shall become effective.
