  .
CONIlVIUNITY DEVELOPMENT MEMORANDUM
NO. 175
October 2, 1996
TO: Honorable Mayor Terry M. Howley and
City Council Members
FROM: James L. Williams, Jr., City Manager ,;.l'
George C. Weaver, Community Development Director,IPI
Robert A McQueen, Senior Planner
SUBJECT: Vacation of 500 block North Witt Street
A valid petition has been received from all property owners adjoining each side of the S00 block
North Witt Street requesting that the same be vacated. The purpose of the request is to allow
new commercial development which would encroach into the esting right-of-way.
Eending north of Eldorado Street one hundred fifty feet and dead ending to an existing
east-west alley, the street in question does not appear to be of value to the general public for
vehicular access, and the best interests of the public would be served by vacating the same. A
perpetual easement would be retained to operate and maintain existing utility lines located within
the area in question.
The petitioners submitted from a qualified appraiser a value of$6500.00 for the subject property.
In accordance with City policy regarding such appraisals over $2000.00, a second appraisal was
obtained by the City of Decatur with a value of$8250.00. Staff recommends that an average
value of$7375.00 be accepted as a fair compensation for the property in question.
Staff recommends a roval of the ro osed street vacation as noted.
PP P P
