Chapter 60 <br /> thereof and also the name of the local manager or person to be in charge of the operation of the <br /> business of the company. He must be a person of good moral character. Any change in the <br /> principal stockholders, owner or manager must be immediately communicated to the City Clerk. <br /> 5. PUBLIC HEARING. The Council shall designate some officer of the City to hold a <br /> public hearing upon each application for a new license, not a renewal. Notice of the time and <br /> place of the hearing shall be sent by registered mail at least five (5) days prior to the hearing to all <br /> owners of licensed taxicabs in the City and to the applicant. <br /> Any person or corporation to whom a license to operate a taxicab or taxicabs has been <br /> previously issued, and which is in effect at the time at which renewal thereof is sought, may be <br /> issued a license to operate one or more taacicabs without a hearing. However, it is hereby <br /> established as a policy of the City that the licensing of single taxicabs is not conducive to a well <br /> regulated system and none shall, in the future, be licensed. If and when any license issued to a <br /> single t�icab operator hereunder is not renewed, no other single taxicab licenses shall be issued <br /> to any operator. <br /> 6. CONCLUSION OF HEARING OFFICER Such officer shall report in writing his <br /> findings and conclusions and specifically state his findings as to: <br /> I (a) Whether or not the public is at the time adequately served; <br /> (b) Whether or not convenience and necessity require the proposed service; <br /> (c) Whether or not the vehicles proposed to be used comply with the terms of this <br /> Chapter; <br /> (d) Whether or not a license should be ganted. <br /> In reaching his conclusions, said hearing officer shall consider the financial responsibility <br /> of the applicant, the number of vehicles, the type and kind thereof, the proposed color scheme, the <br />
