Excerpt from Plan Commission Minutes of July 3, 1996 � <br /> Cal. No. 96-46 Petition of DEBRA K. HANCOCK to rezone the premises commonly II <br /> known as 3260 North Charles Street from R-1 Single Family Residence <br /> District to M-1 Light Industrial District. <br /> Ms. Debra Hanceck , 129 Fenway Drive, was present and spoke for the petition stating that the <br /> structure at 3260 North Charles had been a church. Ms. Hancock was requesting a rezoning for a <br /> beauty salon. <br /> There were no objectors present. <br /> Mr. McQueen presented the recommendation of staff: <br /> The subject petition requests that premises commonly known as 3260 North Charles Street be <br /> rezoned from R-1 Single Family Residence District to M-1 Light Industrial District. Containing <br /> approximately three acres, the area in question is occupied by a structure which previously <br /> housed a church. The purpose of the proposed zoning change is to allow the existing structure to <br /> be converted to a beauty salon. <br /> Adjoining properties on three sides are presently zoned M-1 Light Industrial. While the <br /> adjoining tract to the north is zoned R-1 Single Family Residential, the next parcel north of this <br /> residential zone is likewise zoned M-1. Land to the immediate east was recently rezoned to M-1, <br /> and staff anticipates future requests to change the zoning of the residential tract as noted above. <br /> Although industrial zoning is not necessary to accommodate a beauty salon (B-1 zoning would <br /> be adequate), the proposed industrial zone is in keeping with nearby surrounding zoning patterns <br /> as herein outlined, and the Comprehensive Land Use Plan calls for this area to be light industrial <br /> development. <br /> Staff recommends approval of the petition as presented. <br /> It was moved and seconded (Finney/Berk) to forward Cal. No. 96-46 to City Council with <br /> recommendation for approval. Motion carried unanimously. <br />
