ORDINANCE NO. 96-44 ORDINANCE AUTHORIZING CONSUMPTION OF ALCOHOLIC LIQUOR IN CENTRAL PARK AND ON PUBLIC RIGHT-OF-WAY DOWNTOWN DECATUR COUNCIL VVF�REAS, The Downtown Decatur Council has planned the "Cruisin Downtown Decatur" event scheduled for Saturday, July 13; and, WHEREAS, it is the intention of the Downtown Decatur Council to offer alcoholic beverages for sale to its patrons for consumption at this event; and, WHEREAS, such consumption of alcoholic liquor in Central Park and on public rights-of-way requires the express approval of the City Council; and, VVf�REAS, the Council finds that it would be in the best interest of the Downtown Decatur Council and of the City of Decatur that such consumption of alcoholic liquor as described be pernutted for said limited time period. NOW, TI�REFORE, BE IT ORDAINED, BY TI� CITY COUNCII, OF THE CITY OF DECATUR, ILLINOIS: Section 1. That on the day listed herein, and only on such day, between the hours listed opposite, only those alcoholic beverages listed below may be consumed in Central Park and on public rights-of-way located in downtown Decatur, said day and hours being particularly described as follows: Saturday, 7uly 13, 1996 11:00 a.m. to 11:00 p.m. Beer and Wine Only Section 2. That those portions of public rights-of-way at, in, or on which beer and wine may be consumed, on the day and during the hours listed in Section 1 hereof, are described as follows: North Merchant Street between East Main Street and East Prairie Street; East Prairie Street between North Main Street and North Water Street; North Water Street between North Park Street and East Main Street; North Park Street between North Franklin Street and North Water Street; South Park Street between North Franklin Street and North Water Street. Section 3. That between the hours of 11:00 a.m. to 11:00 p.m. on Saturday, July 13, 1996, no person, firm, or corporation having a Class A, B or C local liquor license issued pursuant to the provisions of Chapter 52 of the City Code and 235 II,CS 5/1-1 et. seq., for premises having frontage on those streets, or portions thereof, listed in Section 2 hereof, or located in the B-4 Central Business District, as established by the Zoning Ordinance, shall sell alcoholic liquor at retail for consumption on or off said premises at any location on said premises except from within a permanent structure located thereon and in existence on the date hereof.
