COMMUITITY DEVELOPMENT MEMORANDUM
NO. 96-115
June 25, 1996
TO: Honorable Mayor Terry M. Howley and
City Council Members '
FROM: Daniel R. Sommerfeldt, Acting City Manager ',
George C. Weaver, Community Development Director ,
Robert A. McQueen, Senior Planner II
SUBJECT: Annexation of premises commonly known as 4142 North Westlawn Avenue I'
A valid petition requesting annexation of the subject premises has been filed with the City Clerk's
Office. Containing 7.7 acres, the subject tract is developed as a highway maintenance facility for
the Illinois Department of Transportation. The reason for requesting annexation is to obtain City
water to serve the esting facility; an esting watermain is adjacent along North Westlawn
Avenue.
Sanitary sewer service is not available; the existing development is served by an individual septic
tank system; the nearest sanitary sewer is located approximately one quarter mile southeast in the
Bachrach Industrial Park.
Inasmuch as this tract is owned by the State of Illinois, it is tax exempt.
Staff recognizes this annexation as producing a logical extension of the corporate limits within
the projected growth area of the City of Decatur. Future annexation requests are anticipated from
the adjoining residential area to the immediate east. Staff recommends approval of the petition as
presented.
