COMMUNITY DEVELOPMENT MEMORANDUM <br /> NO. 96-102 <br /> June 11, 1996 <br /> TO: Honorable Mayor Terry M. Howley and City Council Members <br /> FROM: Daniel R. McQueen, Senior Planner <br /> SUBJECT: Ordinances Rezoning and Approving a Planned Unit Development <br /> for Property described as the 200 feet west of the Southwest Corner <br /> of Mound Road and Taylor Street <br /> The subject petition requests that a tract of land generally located south of West Mound Road <br /> and two hundred feet west of North Taylor Avenue be rezoned from R-1 Single Family <br /> Residence District to B-2 Commercial District; the petitioner also requests approval of a Planned <br /> Unit Development for said tract. Containing approximately five acres, the area in question is <br /> presently vacant. The purpose of the proposed zone is to enable the west one-half of the tract to <br /> be developed with an automobile parking and storage lot to serve the adjoining Decatur Auto <br /> Auction, 1991 West Mound Road; the balance of the tract would be developed with a future <br /> commercial use. <br /> Adjoining land to the north and west is presently zoned M-1 Light Industrial. Land to the <br /> immediate east was recently zoned B-1 Neighborhood Shopping District and is scheduled for <br /> development with a Casey's General Store. Property to the south is presently zoned R-1 Single <br /> Family Residential and is partially developed with the Macon County Fairgrounds. <br /> Recognizing current land use and zoning patterns, staff is of the opinion that the proposed zone is <br /> consistent and compatible with the same. Further, we note that the proposed zone is in keeping <br /> with the Comprehensive Land Use Plan, which designates commercial development on this tract. <br /> The zoning schematic as proposed would establish desirable zoning and land use transition from <br /> light industrial to commercial, neighborhood shopping, and residential. The proposed Planned <br /> Unit Development offers further development controls relative to vehicular access points and <br /> landscaping. <br /> In view of the data presented, staff recommends approval of the petition with the following <br /> stipulations: (1) that one vehicular access point from Mound Road be established to serve both <br />
