That said authority be, and the same is hereby, expressly conditioned as <br /> follows: <br /> (a) That said communication tower be a monopole structure and subject to the <br /> terms and conditions of any agreement to lease or otherwise utilize the <br /> property for construction of said structure. <br /> (b) That prior to construction, complete building and construction plans shall be <br /> submitted to and approved by the Department of Economic and Urban <br /> Development and Public Works <br /> (c) The lowest eight(8) feet of the facility/tower shall be visually screened by an <br /> eight(8) foot fence; <br /> (d) The facility/tower shall be in compliance with any other applicable local, <br /> state, or federal regulations at all times; <br /> (e) Towers and antennas shall be designed to blend into the surrounding <br /> environment through the use of color and camouflaging architectural <br /> treatment, except in instances where the color is dictated by federal or state <br /> authorities such as the Federal Aviation Administration; <br /> (� No rungs or other appurtenances used for the purpose of tower access shall be <br /> located within 20 feet of the ground. The owner shall take necessary <br /> precautions to prevent unauthorized access to the tower equipment; <br /> (g) The proposed tower shall meet the required fall zone; j <br /> (h) All required building permits shall be obtained prior to any construction. <br /> Section 3.
