Development Services Memorandum
No. 16-09
DATE: March 16, 2016
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Billy Tyus, Assistant City Manager for Development Services
' SUBJECT: Resolution extending current recycling agreement with Midwest Fiber for 30
days.
SUMMARY RECOMMENDATION: Staff recommends approval of the 30 day
extension for the current recycling agreement with Midwest Fiber Inc. of Decatur.
BACKGROUND: The City's single stream recycling program was implemented in 2011
and by all accounts has been a resounding success. Participation today is up from about
15% in 2010 to almost 60% today and other communities have called on several
occasions looking to utilize Decatur as a model. The city entered into an agreement with
Midwest Fiber in 2011 as part of the program rollout to process community recyclables
with the agreement set to expire at the end of this month.
This resolution would extend the current agreement with Midwest Fiber under the same
terms for 30 days while we continue to work towards how to best accommodate recycling
processing going forward in what, today, is a down recycling commodities market. The
current agreement is attached.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: Midwest Fiber
STAFF REFERENCE: Tim Gleason, City Manager, at 217-424-2801 or Billy Tyus,
Assistant City Manager for Development Services, at bt,yusndecaturil.ov or 217-424-
2727
BUDGET/TIME IMPLICATIONS: None
