Weaver, Director of Community Development ,(po`��� <br /> SUBJECT: Ordinance Granting Special Pernut for Planned Unit Development, <br /> Land Bound by West Wood Street, South Oakland Avenue, West <br /> Decatur Street and the Norfolk and Southern Railroad <br /> The petition requests that a planned development be permitted on a tract of ground bounded by <br /> West Wood, South Oakland, West Decatur, and the Norfolk and Southern Railroad. The <br /> purpose as stated in the petition is for the construction of housing for use by Millikin students and <br /> retail facilities to service students and other residents of the neighborhood. <br /> Upon review of the land use patterns and zoning patterns we find that no alteration to the zoning <br /> map is required by the petition. The property in question is currently zoned B-2 and R-6 which <br /> would be the requisite zones for such a development. The property in question is either owned or <br /> controlled by the petitioners. <br /> Staff has reviewed and worked with the petitioner to address some initial concerns regarding <br /> phasing of the project related to the development of parking, screening of the compactor facility, <br /> separation of the buildings to allow for fire truck access to center building, the location of utilities, <br /> and landscaping of the project. All staff concerns have been satisfactorily addressed. <br /> Staff is of the opinion that the development as proposed is an important neighborhood <br /> development that serves the interests of the community and Millikin University. Staff <br /> recommends approval of the plan as presented. <br />
