After November 2, 1995 the petitioners expect to acquire that gortioa of <br /> said Btock 3 lying svuth of the alley. <br /> The petitioner, Nlillikin, awns property adjacent to the property which is the <br /> subject of the Planned Unit Development consisting of several single family residentiat <br /> Iots. <br /> The purpose of the proposed r�zoning is to peru�it construction of residential <br /> housing primarily for use by Millikin students and retail facilities to service students and <br /> other residents in the neighborhood. <br /> In support of this request the petiuoners point out that Millikin is in need of <br /> quality housing facilities for students, and First Site has agreed with Mitlikin to construct <br /> and operate those housing facilities. <br />
