Newell, Traf�ic Engineer �i��__-- � j <br /> Subject: Central Park Parking Plan <br /> I have attached a plan that I believe provides the best arrangement for angled parking and <br /> increasing parking spaces in general around Central Park. As you can see, the plan for North Park is <br /> straight forward and will work rather well. South Park will likely be the most controversial in that I <br /> propose parking on the south side of the street which is contrary to traditional thinking. Included herein is <br /> a letter stating the support of the Downtown Decatur Council which has contacted the businesses on South <br /> Park infornung them of the proposal. <br /> North Park Street carries approximately 1000 vehicles per day compared to 2600 vpd on the 100 <br /> block of East Prairie. The layout shown will provide stacking distance on the Franklin Street side along <br /> with the angled and parallel parking arrangement shown. A street width of 19 feet will be maintained <br /> through the block, this will provide ample room for parking maneuvers and room to pass a stopped vehicle. <br /> South Park Street carries approximately 2600 vpd which compares with the volume cunently found <br /> on Prairie Street. With the existing curb geometrics on the Water Street end, the best and safest design , <br /> places angled parking on the south side of the street. The extra large "bubble" on the south side of the � , <br /> Water/South Park intersection naturally channels vehicles to the north portion of the street. Within the , <br /> constraints of the existing curb structure, angled parking on the south side of the street works the best. ' <br /> Additionally, placing parking on the south side of the street will allow the heavily used mail drop-off on the <br /> north side of the street to remain. This design will allow us to place two left-turn lanes on the north side of <br /> South Park at Franklin Street. With traffic signal modifications that will be proposed by City Staff and <br /> IDOT at this intersection, traffic is best handled on the north side of the street. <br /> I will be contacting each of you for your feed back on this proposal.
