McQueen, Senior Planner <br /> SUBJECT: Vacation of portion of alley between 700 block E. <br /> Prairie Street and E. William Street <br /> An ordinance vacating a portion of the subject alley is <br /> scheduled for review and action by the City Council on <br /> Monday, November 6, 1995 . The entire alley at this location <br /> extends from Hilton Street west to the Illinois Central <br /> Railroad; however, only the east 120 feet of said alley is <br /> the subject of this vacation request. The petition <br /> requesting this vacation is signed by all property owners <br /> immediately adjoining to the north and south thereof, and it <br /> is signed by all but one of the remaining property owners <br /> west to the railroad. <br /> Midstate Core Company, 225 North Hilton Street, either owns <br /> or has intention to purchase all property immediately north <br /> and south of that portion of the alley proposed for <br /> vacation. While this alley would be included in future <br /> expansion plans of said company, they have been advised that <br /> building construction over the alley and a twenty foot strip <br /> north of and parallel to the same would be prohibited due to <br /> the location of an existing 96 inch storm sewer. <br /> Property owners to the south of the alley which is not <br /> included in this vacation do not have access to the same due <br /> to a large drop in grade from north to south. The owner to <br /> the north of this section of the alley did not sign the <br /> subject vacation and objects to the petition; this owner has <br /> actually fenced that portion of the alley adjoining his <br /> property. The alley in question is not presently used for <br /> vehicular access to the objector' s tract, which has eighty <br /> feet of frontage on East William Street. <br /> Recognizing the ownership of the adjoining land, the abrupt <br /> change in topography as noted, and the existing and proposed <br /> land use of adjoining parcels, staff is of the opinion that <br />
