.
COIIlVIiJNITY DEVELOPMENT MEMORANDUM .
NO. 95-194
August 16, 1995
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: James C.Bacon,Jr., City Manager ^ ,
George C. Weaver, Commwuty Development Directo
(-Robert A.McQueen, Senior Planner
SUBJECT: Ordinance Amending Special Use Permit-M-1 and M-2 Eractive Use-
East of 1100 Block of South Monroe Street
The subject petition requests amendment to a special use pemut to allow the expansion of a sand
and gravel extraction business in the 1100 block South Monroe Street. The existing special
permit was first approved in 1974, and has subsequently been amended several times as the
business has changed or expanded. The proposed amendment would a11ow the expansion of the
mining operation east of Monroe Street to the Illinois Central Gulf Railroad. As submitted by
petitioner, this is the last area in this general location which is desirable for mining.
Inasmuch as the azea in question is zoned either M-1 Light Industrial or M-2 Heavy Industrial,
and that it is located immediately east of the existing mining operation, staiis of the opinion that
the proposedoPeration is a logical and desirable land use wluch would not adversely affect or
change te character of the area. We recoinmend approval of the petition with the stipulation
that the proposed use be developed and operated in accordance with petitioners report and plats
dated July 11, 1995, and that the previous special permit otherwise remain in full force and effect
as approved and amended to date.
