-,

Decatur
---- ----___
I L L 1 N O I S
December 11, 2000 II
ENGINEERING & INFRASTRUCTURE MEMORANDUM
NO. 2000-34
MEMORANDUM TO: Honorable Mayor and City Council
FROM: Steve Garman, City Manager
Stephen Swanson, P. E., Director of Eng. and Infrastructurf
Matthew Newell,P. E., City EngineerccGl/t
Kris Quandt, E.I.T., Civil Engineer'
SUBJECT: Gareld Bridge Pin and Link Replacement
City Project 9931
This year's Capital Improvement Program includes funding for the design and
replacement of the pin and link system in Garfield Bridge over 22nd Street. An inspection of the
structure identified the need to replace the bridge's pin and link system.
The proposed pin and link replacement was noted by the Illinois Department of
Transportation, District 5, during their annual review of the structure. The existing pin and link
system has fractured on other structures, however no signs of fracture are noted on the Garfield
Bridge. Replacernent and improvement of the pin and link system is recommended by the
Illinois Department of Transportation to reduce the possibility of a fracture occurring.
An agreement for engineering services has been negotiated with a local engineering firm,
URS Corporation, to provide design services for this project. A copy of the agreement is
attached.
Funding for this contract will be from the City's General Capital Improvement Fund.
It is recommended by staff that the City Council approve the attached resolution
approving the award of a professional services contract to URS Corporation, for the Garfield
Bridge Pin and Link Replacement, City Project 9931 in an amount not to exceed $16,600 and
that the Mayor be authorized to execute the agreement.
City staff will be available to answer questions that the Council may have at the meeting.
attch: 3
cc: William Ratekin, Asst. City Engineer
Dale Rasmussen, URS
