i
I'
`
''/,
Decatur
■ I L L I N O I S ■
December 1, 2000
WATER MANAGEMENT MEMORANDUM
NO. 2000 - 13
MEMORANDUM TO: Honarable Mayor and City Council
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager of Public Services
Keith D. Alexander, Director of Water Management /
William A. Ratekin, Assistant City Engineer G!/g'/Z
SUBJECT: DeWitt County Water Wellfield Follow-up Study
In 1998, the City contracted with Layne Geosciences, Inc. to develop a groundwater
withdrawal model of the DeWitt Well Field and the underlying Mahomet Aquifer after
conducting a 30-day run of the wells. A copy of the executive summary from the Layne report is
attached.
Starting in December 1999, the City ran the DeWitt Well Field for nearly 90 days due to
low levels in Lake Decatur. Staff received numerous complaints of private well outages from
areas that were not previously identified in the Layne report. Staff were also concerned with the
faster-than-anticipated lowering of the Mahomet Aquifer groundwater levels during the 90-day
run. •
Due to these discoveries, and the fact that the DeWitt Well Field is the City's water
supply during drought conditions, Staff are recommending that a follow-up study be undertaken.
Accurate documentation of the capacity and operational effects of the DeWitt Well Field is
critical information needed to manage the City's water supply. I
The most logical organization to do the study is the Illinois State Water Survey, the I
official water research agency of the State of Illinois. Enclosed is a copy of the proposed contract ,
with the Illinois State Water Survey, at a very reasonable cost of$8,284.00. Funding is available
in the Water Capital Fund.
_ ,
