<
i •
COUNCIL MEMORANDUM
#00-24
November 30, 2000
TO: The Honorable Mayor and City Council Members
FROM: Steve Garm i Mana er
tY g
RE: Decatur Co unity Partnerships/Keep Illinois Beautiful Grant
For the past several months, an environmental management team has been in place with
funding from the City of Decatur. Mike Coziahr has served as the independent contractor for the
 organization and implementation of programs.
The programs that are to be accomplished under this team are: Operation Sparkle and
Shine(year long),Adopt-a-Street, Streetscape(entrance signs), and Leaf Raking.
As planning has progressed, an opportunity for state funds to implement a youth
component of Operation Sparkle and Shine has occurred. This effort would allow youth to be a
part of cleanups and beautification with payment such as incorporated into the leaf raking
project.
In order to secure funding, there must be an active Keep America Beautiful Chapter. The
attached resolution / agreement gives the mayor authority to sign in order that the transfer of the
former Keep Decatur Macon County Beautiful to Decatur Community Partnerships and its
environmental management team can occur. Representatives from the former Keep Decatur
Macon County Beautiful organization are on the new team.
Linda Kehart of Decatur Community Partnerships will be available Monday evening to
answer any questions.
Attachment
