Alexander, Lake Manager /� <br /> SUBJECT: Illinois State Water Survey <br /> Lake Decatur Watershed Monitoring Contract <br /> The attached Resolution is for the approval of a contract with the Illinois State Water Survey <br /> to continue water quality monitoring from December 1, 2000, through November 30, 2001, in the �', <br /> Lake Decatur Watershed for the eighth consecutive year. It also provides for the reporting and 'i <br /> comparison of these findings with the first seven years of monitoring, with a report to be I <br /> delivered no later than January 31, 2002. <br /> This contract is significantly different than previous monitoring contracts due to the ' <br /> impending installation of nitrate removal equipment at the South Water Treatment Plant. Due to <br /> the equipment installation, watershed monitoring of nitrate-nitrogen has been significantly <br /> reduced while several other important water quality parameters have been added. The <br /> parameters are pH, arsenic, boron, sulfur and nonvolatile organic carbon. The monitoring of <br /> these parameters on a biweekly basis will enable the City to identify and react to Sangamon <br /> River water quality changes in an expedient and cost effective manner. <br /> The proposed contract cost is $36,261. Last year's contract cost was $36,036. It was <br /> originally recommended that $25,000 in Water Capital funds be allocated for this year's <br /> monitoring contract. This was based on the anticipated scope of work involving the monitoring <br /> of nitrate-nitrogen only. Current City staff believes that monitoring expenditures equivalent to <br /> last year are necessary to protect Decatur's public water supply, and recommend that the Council <br /> approve the enclosed resolution and contract. <br />
